2025 marks the 34th anniversary of Q&Q Control Services. Throughout the past three-and-a-half decades we have a tradition of providing quality and quantity inspections across the length and breadth of West Africa that exceed our clients' needs and their expectations. We continue striving to represent our clients interests to the fullest extent in the years to come.

Our highly experienced staff co-ordinate, inspect and analyse in accordance with internationally accepted standards, API, IP, ASTM & ISO, producing reports that are accepted by all the oil majors and trading companies for letters of credit and insurance purposes.

At Q&Q, we have a policy of conducting proactive rather than reactive inspections. By proactive, we mean that our inspectors take an active role in your operation from start to finish. This involves not only accurately recording events and the issuance of the relevant protests and reporting details on return from an operation, but also a wide range of essential information gathering activities vital to your commercial decision-making, and the provision of crucial information for any resulting claim.

Our approach to inspections starts before the vessel arrives, ensuring that cargo, ullage and berth are available and clearances are in place, allowing our clients to be fully informed on all the factors that may effect their operation.

OIL AND GAS INSPECTION

Ship, shore and pipeline surveys are carried out by experienced and highly-trained staff using the latest equipment, and reporting is in done in accordance with internationally recognised levels of detail and reference.

Through the inspection of shipments and the supervision of transfers, our surveys provide a certified quantitative and qualitative record - an independent verification of the standard and size of the shipment to be loaded or consignment to be discharged. As well as alongside jetties, Q&Q supervises ship-to-ship and pipeline transfers representing the customer’s interests where they matter most - at the point when title is transferred. Offices and laboratories are located near to the major ports and key refineries, which is essential when speed and efficiency are as vital as technical accuracy.

The staff that man them are chosen because of their personal skills and professional expertise. In addition Q&Q is committed to extensive training across all levels of personnel and all technical disciplines. Although training guarantees that the necessary skills are available in all locations, additional advice is always available from Head Office whenever it is needed - 24 hours a day. Our measure of efficiency is your measure of success.

Q&Q specialise in inspection and testing of crude oils, fuel oils and gas oil, kerosene and jet fuels, gasolines and naphtha, liquid gases, lubricants / base oils, bitumen and asphalt.

Additional services include bulk terminal audits, blending programmes, blending control, bunker surveys, pipeline transfer control and loss control investigation.

Q&Q is your eyes and ears in the field. Pre-loading inspections of tanks ensures that they are clean and ready to receive your cargo. Qualitative analysis confirms the specification. And where problems are identified, our skilled surveyors can provide the guidance and advice necessary to rectify the situation.

DRY CARGO INSPECTION

Q&Q gives you peace of mind that comes from knowing your goods are in the hands of professionals.

Dry bulk containment and shipping is a highly skilled operation that affects many varieties of agricultural, consumer and industrial products. Throughout our global network of inspection offices we can provide expert surveyors, skilled in dry bulk handling and stowage and with the knowledge to cover the vast array of commodities that might be involved. As well as confirmation of quality and quantity, we can represent your interests to the full, providing procedural advice and management to ensure that quality is consistent throughout loading and ultimate transfer.

LABORATORY SERVICES

Q&Q is very aware of the logistical and financial implications of off-grade cargoes. Great emphasis is placed on the importance of ensuring compliance of product quality with contractual specifications, either through witnessing analysis at terminal laboratories or through analysis at our own laboratory facilities.

Q&Q has laboratories located in the following countries:

  • Nigeria (Lagos and Port Harcourt)
  • Togo (Lome)
  • We have fast access to labs in many other West African locations

A wide range of petroleum and other products can be tested /analysed, including: crude oils, naphtha and gasolines, kerosenes and jet fuel, gasoil, fuel oil, vacuum gasoil and bitumen, liquid petroleum gases, edible oils, lubricants, coal, minerals and ores.

All of our laboratories are managed by highly experienced personnel who ensure the necessary levels of expertise and conduct continuity training in-house. They ensure that optimal systems and methods are adhered to in order to provide accuracy, speed and consistency in our results. Witness of analysis is performed at the terminal laboratories by chemist inspectors who have experience gained from either a laboratory background, or training provided at one of our own laboratories.

SUPERINTENDENCE

As well as inspection services we also provide superintendency with all the relevant training, experience and commercial awareness to oversee more complex operations such as:

  • blending operations
  • additive dosing
  • de-bottoming and particulate filtration
  • collateral management services
  • expediting

Q&Q’s professional staff cover collateral management contracts for banks and other financial institutions, ensuring products are only released once the relevant approvals have been granted. We provide detailed reports on stock balances, with regular updates back to the clients in order to prevent or minimise any commercial losses.

Our expeditors regularly sail with vessels from their start position to port of discharge in order to provide further protection of the cargo for the client, and to advise of any events that could affect the cargo quantity or quality en route.

METER AND TANK CALIBRATION

Calibrations are all carried out and certified to appropriate international standards. Calibration undertaken is by process, which may be by varying methods such as optical, strapping, or metering, depending on type, design and siting and other preferences. Meters used for flow measurements can be calibrated by the proving of the meters using master reference equipment. The process of calibration and selection of equipment and personnel to be used is broadly outlined as below (preparation processes can usually be concluded in very short time frames, even down to the same day where all information is available and straightforward):

  • Assessment of tank/meter type(s) to be calibrated and product(s) it is to be used for.
  • Assessment of tank/meter location/condition during calibration.
  • Confirmation of suitability for calibration.
  • Assessment of appropriate preferred methods to be used in calibration.
  • Agreement of methodology, dates and conditions for calibrations to be carried out.
  • Selection/allocation of equipment and personnel and scheduling.
  • Mobilisation to site/Calibrations/Return from site.
  • Calibration calculations and table preparation.
  • Verification processes and validation.
  • Issuance of calibrations.

All calibration exercises record pertinent information on method of calibration/international standard applied and the recommended dates of recalibration required to comply with minimum requirements of the standard.
